生成AI利用ポリシーGenerative AI policy

1. 基本方針1. Basic principles

OMNI AI FILM FESTIVAL TOKYO 2027（以下「本映画祭」）は、人の物語・創造性とAIの活用が結びつく、新しい映画表現を推進します。作品の完成度に加え、AIをどのような意図で用い、人の演出・構成・編集によって作品へ昇華したかを重視します。

OMNI AI FILM FESTIVAL TOKYO 2027 (the “Festival”) promotes new cinematic expression that connects human stories and creativity with AI. In addition to the quality of the finished work, the Festival values the creative intent behind the use of AI and how human direction, structure and editing shape the final film.

2. 生成AIの利用について2. Use of generative AI

応募作品は、企画・脚本・画像・映像・音声・音楽・編集など、作品制作のいずれかの工程で生成AIを活用した作品を対象とします。応募者は、生成AIを用いた工程と、その工程が作品にどのように関わっているかを説明できるものとします。

Eligible works use generative AI in at least one stage of production, such as concept development, screenwriting, image or video creation, speech, music or editing. Applicants must be able to explain which stages used generative AI and how those stages contributed to the work.

ただし、ノイズ除去やアップスケールなど、映像の補正・高画質化のみにAIを用いた作品は対象外です。

However, works that use AI only for correction or enhancement, such as noise reduction or upscaling, are not eligible.

特定の事業者・AIツール・モデル・プラットフォームの利用は必須としません。AIによる生成部分の割合だけで評価するものではなく、人の創作的関与と表現上の意図を重視します。

Use of any particular provider, AI tool, model or platform is not required. Evaluation is not based solely on the proportion of AI-generated material; human creative involvement and artistic intent are important.

3. 複数のAIツール・外部サービスの利用3. Multiple AI tools and external services

複数のAIツール、オープンソースモデル、外部サービス、従来の制作ソフトウェアを組み合わせて制作できます。利用する各ツール・モデル・素材について、適用される利用規約とライセンスを確認してください。

Applicants may combine multiple AI tools, open-source models, external services and conventional production software. Applicants must review the applicable terms of service and licenses for each tool, model and asset used.

応募時には、使用した主要なAIツール・モデル・サービス名と、その使用工程を開示してください。特定サービスのワークフローファイルの提出は一律には求めません。確認が必要な場合は、第7項に基づき資料の提出を求めます。

At submission, applicants must disclose the principal AI tools, models and services used and identify the production stages in which they were used. A workflow file from a particular service is not universally required. Supporting materials may be requested under Section 7 when verification is necessary.

4. ハイブリッド制作について4. Hybrid production

応募作品をすべてAIで制作する必要はありません。実写、手描き、CG、既存の撮影素材、ナレーション、手作業による編集、構成、脚本、演出、アートディレクションなど、人による制作と生成AIを組み合わせた作品も応募できます。

Works do not need to be created entirely with AI. Hybrid works combining generative AI with live-action footage, hand-drawn art, CGI, existing filmed material, narration, manual editing, structure, screenwriting, direction or art direction are eligible.

AI生成素材とそれ以外の素材のいずれについても、必要な権利確認を行ってください。AIを使用した部分と人が制作・編集した部分を、合理的な範囲で説明できるようにしてください。

Applicants must verify the necessary rights for both AI-generated and non-AI material. Applicants should be able to explain, to a reasonable extent, which elements were produced using AI and which were created or edited by people.

5. 権利・著作権・法令遵守5. Rights, copyright and legal compliance

応募者は、応募作品および制作過程が、適用法令・公序良俗・第三者の権利に反しないよう、自らの責任で必要な確認と権利処理を行うものとします。主な確認事項は以下のとおりです。

Applicants are responsible for conducting the necessary checks and obtaining rights clearances so that their works and production processes comply with applicable laws, public order and morals, and third-party rights. Key matters to verify include:

• 入力・参考素材、追加学習用素材、モデル、音源、画像、映像、フォント、ロゴ等について、利用許諾その他の適法な利用根拠があること。

  Permission or another lawful basis for using input and reference material, fine-tuning material, models, audio, images, footage, fonts and logos.

• 著作権、著作隣接権、商標権、肖像・パブリシティ・プライバシーに関する権利等を侵害しないこと。

  Respect for copyright, related rights, trademarks, and rights relating to likeness, publicity and privacy.

• 利用するツール・サービスの規約、ライセンス、利用プランごとの条件、商用利用・上映・配信・再配布に関する制限に適合すること。

  Compliance with tool and service terms, licenses, subscription-specific conditions, and restrictions on commercial use, screening, streaming and redistribution.

• 共同制作者、出演者、音楽等の権利者との間で、応募および予定する利用に必要な同意・許諾を得ていること。

  The necessary consent and permissions from collaborators, performers and other rights holders, including music rights holders, for submission and the intended uses.

6. AIツールの利用とコンプライアンス確認6. AI tools and compliance checks

ツールやモデルに「商用利用可」「プライベート利用」等の表示がある場合でも、その表示だけで個々の入力素材・生成物の適法性や第三者の権利が確認されたことにはなりません。応募者は、利用時点の条件と、実際に制作した作品の内容を確認してください。

Labels such as “commercial use permitted” or “private use” do not, by themselves, establish the lawfulness of particular inputs or outputs or resolve third-party rights. Applicants must check the conditions applicable at the time of use and the content of the actual work produced.

個人情報・機密情報をサービスへ入力する場合は、入力する権限、データの取扱い、学習利用・保存・公開の設定等を確認してください。主催者は、特定ツールの利用を理由に、作品の適法性や権利処理の完了を保証しません。

Before entering personal or confidential information into a service, applicants must check their authority to do so, data handling practices, and settings for training use, retention and publication. The Organizer does not guarantee the lawfulness of a work or completion of rights clearance based on use of a particular tool.

7. 応募時の開示・提出について7. Disclosure and supporting materials

応募者は、応募フォームで指定された制作情報を正確に申告してください。主催者は、審査・権利確認のため、必要かつ合理的な範囲で次の情報・資料の提出を求めることがあります。

Applicants must accurately provide the production information requested in the entry form. For judging and rights verification, the Organizer may request the following information or materials to the extent necessary and reasonable:

• 制作工程の説明、使用したAIツール・モデル・サービス名、AIを使用した工程と人の創作的関与の説明。

  An explanation of the production process, AI tools, models and services used, stages involving AI, and human creative involvement.

• プロンプト、入力素材、ワークフロー、編集工程の概要、必要に応じた制作記録。

  Summaries of prompts, input material, workflows and editing processes, and production records where necessary.

• 素材の利用条件、ライセンス、出演・音声利用の同意、その他の権利処理に関する説明資料。

  Information on asset usage conditions, licenses, consent for appearances and voice use, and other rights clearances.

秘密保持義務や第三者の個人情報に関わる資料は、無断で開示せず、要約・マスキング等の代替方法を主催者と相談してください。確認資料を一般公開する場合は、公開範囲について別途同意を得るものとします。

Applicants must not disclose material subject to confidentiality obligations or containing third-party personal information without authority. Applicants should discuss alternatives such as summaries or redaction with the Organizer. Separate consent to the scope of disclosure will be obtained before verification materials are made public.

合理的な提出依頼について、理由の説明や代替資料の相談もなく対応が得られない場合は、第9項に基づき審査対象外とすることがあります。

If an applicant does not respond to a reasonable request, provide an explanation or discuss alternative evidence, the work may be excluded from judging under Section 9.

8. 禁止事項8. Prohibited conduct

応募者は、作品制作・応募において、次の行為をしてはなりません。

Applicants must not engage in the following conduct when producing or submitting a work:

• 適用法令または利用するツール・サービスの規約に違反する利用。

  Use that violates applicable laws or the terms of the tools or services used.

• 必要な許諾またはその他の適法な利用根拠なく、他者の著作物、商標、肖像、音声、ブランド資産、個人情報、機密情報等を入力・使用すること。

  Inputting or using another party’s works, trademarks, likeness, voice, brand assets, personal information or confidential information without the necessary permission or another lawful basis.

• 第三者の権利を侵害するおそれがある素材について、必要な確認を行わずに利用すること。

  Using material that may infringe third-party rights without performing the necessary checks.

• 差別や憎悪・暴力を煽動する内容、違法な性的搾取、他者への誹謗中傷・なりすまし等、法令または第三者の権利を侵害する内容を生成・利用すること。

  Generating or using content that incites discrimination, hatred or violence, involves unlawful sexual exploitation, or violates laws or third-party rights through defamation, impersonation or similar conduct.

• 利用条件上必要なAI生成表示、クレジット、その他の表示義務やモデル固有の制限に違反すること。

  Failing to provide AI-generation disclosures, credits or other notices required by applicable usage conditions, or violating model-specific restrictions.

• AIの使用状況、権利関係、制作工程、制作者等について虚偽の申告をすること。

  Making false statements about AI use, rights, production processes or authorship.

社会課題の批評や、差別・暴力等を題材にした表現は、題材だけで一律に禁止せず、作品の文脈・表現意図・権利への影響を踏まえて判断します。

Criticism of social issues and works depicting subjects such as discrimination or violence are not automatically prohibited solely because of their subject matter. Context, artistic intent and the impact on rights will be considered.

9. 主催者の判断9. Decisions of the organizer

主催者は、次の事項に該当すると合理的な根拠に基づき判断した場合、応募の不受理、審査・上映の対象外、受賞の取消し、重大または反復的な違反については今後の応募制限を行うことがあります。

Where the Organizer determines on reasonable grounds that any of the following applies, it may refuse an entry, exclude a work from judging or screening, revoke an award, or restrict future entries in cases of serious or repeated violations:

• 本ポリシー、参加規約または本サイトの募集要項への違反。

  A violation of this policy, the Entry Terms or the Entry Guidelines on this website.

• 生成AIの利用要件を満たさないこと、または制作情報の重大な虚偽申告。

  Failure to meet the generative AI use requirement or a material misrepresentation of production information.

• 権利侵害・法令違反について具体的な懸念があり、必要な確認や権利処理がなされないこと。

  Specific concerns about infringement or legal violations that remain unresolved because necessary verification or rights clearance has not been completed.

• 使用ツール、入力素材、制作工程等について、合理的な提出依頼に対する説明が得られないこと。

  Failure to provide an explanation in response to a reasonable request concerning tools, inputs or production processes.

主催者は、可能な範囲で応募者に確認・説明または是正の機会を設け、違反の内容と影響に応じて判断します。緊急に対応が必要な場合には、確認中の上映・公開等を一時的に見合わせることがあります。

Where practicable, the Organizer will give applicants an opportunity to clarify, explain or remedy an issue and will assess its nature and impact. Where urgent action is required, screening or publication may be temporarily suspended while verification is pending.

10. 本ポリシーの改定10. Amendments to this policy

主催者は、必要に応じて本ポリシーを改定します。改定する場合は、変更内容・改定日・適用開始日を公式サイト等で告知します。AI利用要件や開示・提出義務など重要な変更については、適用開始前に周知します。

The Organizer may amend this policy when necessary. Changes, the revision date and the effective date will be announced on the official website or through other designated channels. Material changes, including changes to AI use requirements or disclosure and submission obligations, will be communicated before taking effect.

既に応募された作品に重要な変更を適用する場合は、必要に応じて応募者へ個別に案内し、改めて同意を確認します。作品の上映・配信・広報利用の許諾は、参加規約および別途の利用許諾の案内に従って取り扱います。

If material changes are to apply to works already submitted, applicants will be notified individually as necessary and their consent will be reconfirmed. Permissions for screening, streaming and promotional use remain subject to the Entry Terms and separate permission notices.
