本規約は、OMNI AI FILM FESTIVAL TOKYO 2027に応募される作品について、生成AIの利用、制作情報の開示、権利確認等の基本条件を定めるものです。応募者は、本規約、生成AI利用ポリシーおよび本サイトの募集要項を確認し、同意のうえで応募するものとします。本規約における「主催者」は、本映画祭の主催者である一般社団法人OMNI TOKYO（設立準備中）を指します。同法人の設立までの間は、設立準備の代表者である新谷 慎吾が主催者としての権利義務を負い、設立後は同法人がこれを引き継ぎます。本映画祭の運営は、主催者が設置するOMNI TOKYO実行委員会が行います。
These terms set out the basic conditions for generative AI use, production disclosures and rights verification for works submitted to OMNI AI FILM FESTIVAL TOKYO 2027. Applicants must review and agree to these terms, the Generative AI Policy and the Entry Guidelines on this website before submitting. “Organizer” means OMNI TOKYO General Incorporated Association (to be established), the organizer of the Festival. Until the association is established, Shingo Shintani, who represents its establishment, holds the rights and obligations of the Organizer; once it is established, the association takes them over. The Festival is run by the OMNI TOKYO Organizing Committee, set up by the Organizer.
2026年10月23日改定（v1.9）：主催者を一般社団法人OMNI TOKYO（設立準備中）とし、設立までの間は設立準備の代表者が主催者としての権利義務を負うこと、本映画祭の運営は主催者が設置する実行委員会が行うことを明記しました。
Revised October 23, 2026 (v1.9): The Organizer is OMNI TOKYO General Incorporated Association (to be established). Until it is established, the person representing its establishment holds the Organizer’s rights and obligations, and the Festival is run by the Organizing Committee set up by the Organizer.

2026年10月6日改定：第1項に制作時期、他の映画祭等への応募・実績、公開状況、上映・広報利用の許諾および完成日の申告条件を追加し、応募日程と対象となる完成日の期間を明記しました。また、第2項に、ノイズ除去やアップスケールなど、映像の補正・高画質化のみにAIを用いた作品は対象外であることを明記しました。次回の応募受付開始時から適用します。
Revised October 6, 2026: Section 1 adds conditions for completion dates, other festival submissions and recognition, prior release, screening and promotional permissions, and completion-date declarations, and specifies the submission schedule and eligible completion-date range. Section 2 clarifies that works using AI only for correction or enhancement, such as noise reduction or upscaling, are not eligible. These conditions apply from the opening of submissions for this edition.

1. 基本方針・応募対象1. Basic principles and eligibility
OMNI AI FILM FESTIVAL TOKYO 2027（以下「本映画祭」）は、人の物語・創造性とAIの活用が結びつく、新しい映画表現を推進します。作品の完成度に加え、AIをどのような意図で用い、人の演出・構成・編集によって作品へ昇華したかを重視します。
OMNI AI FILM FESTIVAL TOKYO 2027 (the “Festival”) promotes new cinematic expression that connects human stories and creativity with AI. In addition to the quality of the finished work, the Festival values the creative intent behind the use of AI and how human direction, structure and editing shape the final film.
本映画祭は、上映・アワード・トークを中心とするFIRST EDITIONとして開催します。初回のパイロット開催であっても、応募作品には本規約に基づく権利確認と制作過程の透明性を求めます。
The Festival’s FIRST EDITION focuses on screenings, awards and talks. Although this is a pilot edition, submitted works must meet the requirements for rights verification and production transparency set out in these terms.
応募対象は、応募締切日を基準として過去1年以内に完成した作品です。他の映画祭・アワード・コンペティションへの応募中・審査中の作品、入選・ノミネート・受賞歴のある作品、オンライン等で公開済みの作品も応募できます。初公開であることは問いません。
Eligible works must have been completed within the one-year period preceding the submission deadline. Works currently submitted to or under review by other film festivals, awards or competitions, works that have been selected, nominated or awarded, and works already released online are eligible. A premiere is not required.
応募者の年齢に制限はありません。18歳未満の方は、保護者の同意を得て応募してください。
There is no age limit for applicants. Applicants under 18 must enter with the consent of a parent or guardian.
SNS・YouTubeなどで公開済みの作品も応募できます。日本初公開・世界初公開などの条件は設けません。
Works already released on social media, YouTube or other platforms are eligible. Neither a Japan premiere nor a world premiere is required.
ただし、他の映画祭等との契約・応募条件に抵触せず、本映画祭での上映および所定の広報利用に必要な許諾を行える作品に限ります。
Works must not conflict with contracts or entry conditions of other festivals or competitions, and applicants must be able to grant the permissions required for screenings and specified promotional uses by this Festival.
応募フォームで作品の完成日を申告してください。タイトルやクレジットの変更、字幕の追加のみを理由に、完成日を更新することはできません。
Applicants must declare the completion date in the entry form. Changes only to the title or credits, or the addition of subtitles alone, do not reset the completion date.
応募対象となる完成日は、2025年12月23日〜2026年12月23日（両日を含む）です。応募受付は2026年11月中旬に開始予定（開始日は本サイトでお知らせします）、応募締切は2026年12月23日23:59（日本時間／JST）です。締切までに作品を完成させ、応募を完了してください。
Eligible completion dates are December 23, 2025 through December 23, 2026, inclusive. Submissions are expected to open in mid-November 2026 (the exact date will be announced on this website) and close at 23:59 Japan Standard Time (JST, UTC+9) on December 23, 2026. Works must be completed and submitted by the deadline.
2. 生成AIの利用について2. Use of generative AI
応募作品における生成AIの利用に関する条件（対象となる作品、映像の補正・高画質化のみにAIを用いた作品の除外、特定のツール・モデルの利用を必須としないことなど）は、生成AI利用ポリシー第2項に定めるとおりとします。
The conditions on the use of generative AI in submitted works (eligible works, the exclusion of works that use AI only for correction or enhancement, and the absence of any required tool or model) are as set out in Section 2 of the Generative AI Policy.
3. 複数のAIツール・外部サービスの利用3. Multiple AI tools and external services
複数のAIツール・オープンソースモデル・外部サービスの利用、および応募時に開示する使用ツール・使用工程については、生成AI利用ポリシー第3項に定めるとおりとします。
The use of multiple AI tools, open-source models and external services, and the disclosure of the tools and production stages used at submission, are as set out in Section 3 of the Generative AI Policy.
4. ハイブリッド制作について4. Hybrid production
実写・手描き・CGなど人による制作と生成AIを組み合わせたハイブリッド制作については、生成AI利用ポリシー第4項に定めるとおりとします。
Hybrid production combining human-made elements such as live action, hand-drawn art or CGI with generative AI is as set out in Section 4 of the Generative AI Policy.
5. 権利・著作権・法令遵守5. Rights, copyright and legal compliance
応募者は、応募作品および制作過程が、適用法令・公序良俗・第三者の権利に反しないよう、自らの責任で必要な確認と権利処理を行うものとします。主な確認事項は以下のとおりです。
Applicants are responsible for conducting the necessary checks and obtaining rights clearances so that their works and production processes comply with applicable laws, public order and morals, and third-party rights. Key matters to verify include:
入力・参考素材、追加学習用素材、モデル、音源、画像、映像、フォント、ロゴ等について、利用許諾その他の適法な利用根拠があること。
Permission or another lawful basis for using input and reference material, fine-tuning material, models, audio, images, footage, fonts and logos.
著作権、著作隣接権、商標権、肖像・パブリシティ・プライバシーに関する権利等を侵害しないこと。
Respect for copyright, related rights, trademarks, and rights relating to likeness, publicity and privacy.
利用するツール・サービスの規約、ライセンス、利用プランごとの条件、商用利用・上映・配信・再配布に関する制限に適合すること。
Compliance with tool and service terms, licenses, subscription-specific conditions, and restrictions on commercial use, screening, streaming and redistribution.
共同制作者、出演者、音楽等の権利者との間で、応募および予定する利用に必要な同意・許諾を得ていること。
The necessary consent and permissions from collaborators, performers and other rights holders, including music rights holders, for submission and the intended uses.
本規約への同意または応募をもって、作品の著作権その他の権利が主催者へ移転するものではありません。上映・配信・広報利用の条件は、第7項のとおり別途確認します。
Agreement to these terms or submission of a work does not transfer copyright or other rights in the work to the Organizer. Conditions for screening, streaming and promotional use will be confirmed separately as described in Section 7.
6. AIツールの利用とコンプライアンス確認6. AI tools and compliance checks
ツール・モデルの「商用利用可」等の表示の扱い、および個人情報・機密情報をサービスへ入力する際の確認については、生成AI利用ポリシー第6項に定めるとおりとします。主催者は、特定ツールの利用を理由に、作品の適法性や権利処理の完了を保証しません。
The treatment of labels on tools and models such as “commercial use permitted”, and the checks required before entering personal or confidential information into a service, are as set out in Section 6 of the Generative AI Policy. The Organizer does not guarantee the lawfulness of a work or completion of rights clearance based on use of a particular tool.
7. 応募時の開示・提出・利用許諾7. Disclosure, supporting materials and permissions
応募者は、応募フォームで指定された制作情報を正確に申告してください。審査・権利確認のために主催者が提出を求めることがある情報・資料の範囲、および秘密保持義務や第三者の個人情報に関わる資料の扱いは、生成AI利用ポリシー第7項に定めるとおりとします。
Applicants must accurately provide the production information requested in the entry form. The information and materials the Organizer may request for judging and rights verification, and the handling of material subject to confidentiality obligations or containing third-party personal information, are as set out in Section 7 of the Generative AI Policy.
作品の上映、オンライン配信、公式サイト・SNS等での抜粋・静止画の広報利用については、目的・媒体・期間・利用範囲を募集要項または個別の案内で示し、必要な許諾を別途得るものとします。応募だけで無期限・無制限の利用を許諾したものとは扱いません。
For screenings, online streaming, and promotional use of excerpts or stills on the official website, social media or other channels, the purpose, media, duration and scope will be specified in the Entry Guidelines or individual notices, and the necessary permissions will be obtained separately. Submission alone will not be treated as permission for unlimited or perpetual use.
合理的な提出依頼について、理由の説明や代替資料の相談もなく対応が得られない場合は、第9項に基づき審査対象外とすることがあります。
If an applicant does not respond to a reasonable request, provide an explanation or discuss alternative evidence, the work may be excluded from judging under Section 9.
8. 禁止事項8. Prohibited conduct
作品制作・応募における禁止事項は、生成AI利用ポリシー第8項に定めるとおりとします。
Prohibited conduct in producing and submitting a work is as set out in Section 8 of the Generative AI Policy.
社会課題の批評や、差別・暴力等を題材にした表現は、題材だけで一律に禁止せず、作品の文脈・表現意図・権利への影響を踏まえて判断します。
Criticism of social issues and works depicting subjects such as discrimination or violence are not automatically prohibited solely because of their subject matter. Context, artistic intent and the impact on rights will be considered.
9. 主催者の判断9. Decisions of the organizer
主催者は、次の事項に該当すると合理的な根拠に基づき判断した場合、応募の不受理、審査・上映の対象外、受賞の取消し、重大または反復的な違反については今後の応募制限を行うことがあります。
Where the Organizer determines on reasonable grounds that any of the following applies, it may refuse an entry, exclude a work from judging or screening, revoke an award, or restrict future entries in cases of serious or repeated violations:
本規約、生成AI利用ポリシーまたは本サイトの募集要項への違反。
A violation of these terms, the Generative AI Policy or the Entry Guidelines on this website.
生成AIの利用要件を満たさないこと、または制作情報の重大な虚偽申告。
Failure to meet the generative AI use requirement or a material misrepresentation of production information.
権利侵害・法令違反について具体的な懸念があり、必要な確認や権利処理がなされないこと。
Specific concerns about infringement or legal violations that remain unresolved because necessary verification or rights clearance has not been completed.
使用ツール、入力素材、制作工程等について、合理的な提出依頼に対する説明が得られないこと。
Failure to provide an explanation in response to a reasonable request concerning tools, inputs or production processes.
主催者は、可能な範囲で応募者に確認・説明または是正の機会を設け、違反の内容と影響に応じて判断します。緊急に対応が必要な場合には、確認中の上映・公開等を一時的に見合わせることがあります。
Where practicable, the Organizer will give applicants an opportunity to clarify, explain or remedy an issue and will assess its nature and impact. Where urgent action is required, screening or publication may be temporarily suspended while verification is pending.
10. 個人情報の取扱い10. Personal information
応募者の個人情報は、プライバシーポリシーに従って取り扱います。
Applicants’ personal information is handled in accordance with the Privacy Policy.
本映画祭は、オーストラリアを拠点とするOMNI International AI Film Festivalと連携して運営します。応募時にご提供いただいた情報および応募作品に関する情報は、国際的な審査・選考、OMNIの各国版との連携、同映画祭での上映・広報の検討のため、同映画祭に提供します。提供先の国の制度や提供先の措置などの詳細は、プライバシーポリシー第7項をご確認ください。
The Festival is run in partnership with OMNI International AI Film Festival, based in Australia. The information you provide when entering and the information about your work will be provided to that festival for international judging and selection, coordination with other OMNI editions, and consideration of screenings and promotion by that festival. For details, including the data protection system in the recipient’s country and the recipient’s measures, see Section 7 of the Privacy Policy.
応募者は、応募にあたり、この提供に同意するものとします。
By entering, applicants agree to this transfer.
11. 本規約の改定11. Amendments
主催者は、必要に応じて本規約を改定します。改定する場合は、変更内容・改定日・適用開始日を公式サイト等で告知します。応募条件や作品の利用許諾など重要な変更については、適用開始前に周知します。
The Organizer may amend these terms when necessary. Changes, the revision date and the effective date will be announced on the official website or through other designated channels. Material changes, including those affecting entry conditions or permissions to use works, will be communicated before taking effect.
既に応募された作品に重要な変更を適用する場合は、必要に応じて応募者へ個別に案内し、改めて同意を確認します。本規約の掲載だけをもって、応募済み作品の利用許諾の範囲を拡張することはありません。
If material changes are to apply to works already submitted, applicants will be notified individually as necessary and their consent will be reconfirmed. Posting revised terms alone will not expand the scope of permissions for works already submitted.
